致公党中央关于持续加强青藏高原生态文明建设,积极应对气候变化的跟踪调研报告

摘要 保护好青藏高原生态环境、积极应对气候变化,既是落实习近平生态文明思想的重要举措,又符合全球生态文明的共识。2018年-2019年,致公党中央调研组分别赴西藏、青海等地,连续开展"加强青藏高原生态文明建设,积极应对气候变化"调研。2021年9月,致公党中央生态环境与可持续发展委员会再次赴青海开展"加强青藏高原生态文明建设,积极应对气候变化"跟踪调研。根据实地考察和交流座谈会上掌握的情况,调研组建议:一是加快自然保护地体系建设,筑牢国家生态安全屏障;二是对标碳达峰碳中和目标,积极应对气候变化;三是加强科学研究,提高青藏高原生态文明体系建设能力;四是加大支持力度,服务生态安全屏障体系建设。 To protect the ecological environment of the Qinghai-Tibet Plateau and actively respond to climate change embodies Xi Jinping’s thought on ecological civilization and is in line with the global consensus on ecological civilization.In 2018 and 2019,the investigation group of the Central Committee of China Zhi Gong Party went to Tibet and Qinghai respectively to carry out research on"strengthening ecological progress on the Qinghai-Tibet Plateau and actively responding to climate change".Committee on Ecological Environmentand Sustainable Development,the Central Committee of China Zhi Gong Party went to Qinghai again in September 2021 to carry out a follow-up research.According to field visits and exchange symposium,suggestions are proposed.First,we should speed up the construction of a system of protected natural areas and build a solid national ecological security barrier.Second,to meet peak carbon neutrality targets and actively respond to climate change;Third,strengthen scientific research and improve the capacity to build an ecological civilization system on the Qinghai-Tibet Plateau;Fourth,increase support to serve the construction of an ecological security barrier system.
