创新洼地如何推动创新链与产业链融合——以江苏省集成电路产业为例

How does Innovation Depression Area Promote the Integration of Innovation Chain and Industrial Chain——A Case Study of Integrated Circuit Industry in Jiangsu Province

创新洼地是创新能力长期处于弱势地位的区域。处于创新洼地内的产业通常存在创新链与产业链严重分离的现象。通过产业政策和产业布局,可以在创新洼地实现创新链与产业链对接融合,带动区域脱离创新洼地。相较于广东、北京、上海等地,江苏省的集成电路产业长期处于创新洼地。本文以江苏省集成电路产业为例,识别其创新链与产业链的"缺口"和存在问题,分别从制定产业攻关清单、建设优质实验室、培育集成电路链主企业、围绕新需求布局产业发展四个方面提出政策建议。本文对于其他地区摆脱"技术贫困"具有重要的参考意义。

Innovation depression is an area where innovation ability has been in a weak position for a long time.In the innovation depression,there is usually a serious separation between the innovation chain and the industrial chain.Through industrial policies and industrial layout,the integration of innovation chain and industrial chain can be achieved in the innovation depression,and the region can be lifted out of the innovation depression.Compared with Guangdong,Beijing,Shanghai and other places,Jiangsu province’s integrated circuit industry has been in the innovation depression for a long time.Taking the integrated circuit industry in Jiangsu province as an example,this paper identifies the"gap"and existing problems in its innovation chain and industrial chain,and puts forward policy suggestions from four aspects:making a list of industrial key problems,building high-quality laboratories,cultivating the main enterprises of the integrated circuit chain,and laying out the industrial development based on new demands.This paper has important reference significance for other regions to get rid of"technological poverty".
