摘要
在社会经济转型发展的新时代背景下,探究城市土地储备制度的改革与发展具有重大理论意义和现实价值。本文回顾了土地储备制度的变迁历程,结合统计数据和典型案例,诠释了土地储备制度在土地市场调控、财政支撑、城市建设等多方面的现实作用。同时从公益性目标与经营性本质、收储成本攀升与房地产市场调控、债务风险防控与融资受限等矛盾入手,揭示土地储备工作开展过程中所面临的挑战,进一步从鼓励经营性土地储备市场化、转变土地财政模式、强化土地储备改善城市功能职能等方面提出土地储备制度的发展建议。
In the new era of social economic transformation,exploring the development of the urban land reserve system in Chinahas great theoretical significance and practical value.This study reviews the evolution of the land reserve system and clarifies the active role of the land reserve system in land market regulation,fiscal revenue,and urban development based on statistical data and typical cases.At the same time,this study reveals the challenges faced by land reserve systemfrom the aspects of public welfare goals and profitable nature,rising land costs and real estate price regulation,risk control and financing constraints.Finally,this study recommends encouraging the marketization of profit-oriented land reserves,transforming the economic growth model of land finance,and improving urban functions.
