在非中关系不断发展的背景下,如何推动非洲公平增长与发展是非洲国家广泛关注的议题。独立后的非洲曾经历一段经济快速发展时期,但到20世纪70年代末80年代初,非洲许多经济体增长艰难,被迫进行结构调整计划改革,对非洲稳定和发展产生灾难性影响。进入21世纪后,非洲国家寻求独立自主,将非洲统一组织重组为非洲联盟,出台了“非洲发展新伙伴计划”,力图摆脱发展困境,非洲大陆自贸区的成立,也是泛非主义思想的体现。新世纪,非中经贸合作对非洲经济发展起到了积极促进作用。通过回顾非洲过去的经济发展政策,我们对非洲的发展轨迹和经济增长影响因素都有了更加清晰的认识,结论是非洲领导人应推行更加大胆和适合自身的政策,以促进非洲经济社会发展,提升非洲在世界上的地位。在非洲发展过程中,中国是非洲值得信赖的合作伙伴,中非交往历史并不存在殖民主义和帝国主义的污点,全面发展与中国的关系将助力非洲提升其国际地位。

In the context of the continuous development of Africa-China relations,how to promote equitable growth and development in Africa is a widespread concern for African countries.After independence,Africa had experienced a period of rapid economic development,but by the late 1970s and early 1980s,many African economies had struggled to grow and were forced to carry out Structural Adjustment Programs reform,which had a disastrous impact on Africa’s stability and development.Entering the 21st century,African countries sought independence,reorganized the Organization of African Unity(OAU)into the African Union(AU),and launched the New Partnership for Africa’s Development(NEPAD),trying to get rid of the development predicament.The establishment of the African Continental Free Trade Area(AfCFTA)is also the manifestation of Pan-Africanism.In the new century,the improvement of Africa-China economic and trade cooperation has played a positive role in Africa’s economic development.By reviewing Africa’s past economic development policies,we have a clearer understanding of Africa’s development trajectory and influencing factors of economic growth,and come to the conclusion that African leaders should pursue bolder and suitable policies to promote Africa’s economic and social development,and enhance Africa’s status in the world.In the process of Africa’s economic development,China is Africa’s trusted partner,and there is no stain of colonialism and imperialism in the history of exchanges between China and Africa.The comprehensive development of Africa’s relations with China will help Africa to enhance its international status.
