United Nations’ Security Sector Assistance to Sub-Saharan African Countries

国际社会越来越多地将援助资源投向安全部门。由于特殊的安全态势,撒哈拉以南非洲地区的安全部门援助成为国际社会关注较多的领域。联合国安理会、秘书处、和平行动部、政治与建设和平事务部、开发署等机构从危机预防、早期复苏和长期发展等方面支持安全部门援助。在实地,安全部门援助行动具体表现在各类和平行动,包括维和行动、政治特派团、建设和平行动、区域办事处的设置等,开发署则是援助项目的主要参与方。但必须承认,安全部门建设进程极为复杂,援助效果可能有限。

The international community is increasingly directing aid resources to the security sector.Due to its unique security situation,security sector assistance in sub-Saharan Africa has attracted more attention from the international community.The United Nations Security Council,the Secretariat,the Department of Peace Operations,the Department of Political and Peacebuilding Affairs,UNDP and other agencies support security sector assistance in the areas of crisis prevention,early recovery and long-term development.Security sector assistance is embodied in various peace operations,including peacekeeping operations,political missions,peacebuilding operations and the establishment of regional offices.UNDP is a major participant in the assistance projects.It must be acknowledged,however,that the security sector building process is extremely complex and assistance may be of limited effectiveness.
