甘肃定西马铃薯及其脱毒种薯产业发展现状、存在问题与思路建议

DEVELOPMENT STATUS,PROBLEMS AND SUGGESTIONS OF POTATO INDUSTRY OF DINGXI POTATO AND ITS VIRUS-FREE SEEDS IN GANSU PROVINCE

[目的]甘肃定西是全国马铃薯三大产区之一,全国最大的马铃薯脱毒种薯繁育基地、全国重要的商品薯生产基地和薯制品加工基地。"定西马铃薯"已被国家工商总局认定为中国驰名商标,马铃薯及脱毒种薯产业优势基本形成。文章系统分析甘肃定西马铃薯及其脱毒种薯的发展现状、区位优势、定西存在问题,明晰进一步做大做强马铃薯及脱毒种薯产业的思路建议。[方法]课题组在甘肃定西马铃薯主产区安定、渭源、通渭、陇西、临洮等4县1区的10个乡镇、20个村、40个社、400户农户,通过逐户走访、与干部群众座谈、查阅资料文献等方法,分析总结得出相关结果和建议。[结果]甘肃定西马铃薯具有主食化加工势头强劲、脱毒种薯产业科技支撑显著增强、促进经济社会融合发展等显著特色,具有得天独厚的区位资源优势、政策优势。但在快速发展的同时,体现出一些亟待研究解决的瓶颈制约因素。比如主食加工专用品种缺乏、龙头企业带动力不够强、种薯质量监管体系不健全以及科技投入不足等问题,该文通过总结现状、分析问题,提出了进一步做大做强定西马铃薯及脱毒种薯产业的思路与建议。[结论]甘肃定西马铃薯及脱毒种薯产业进一步提质增效、转型升级,必须做好马铃薯种质资源创新体系建设、品牌推广体系建设、脱毒种薯繁育体系建设、质量监测体系建设、仓储营销体系建设、科技支撑体系建设。

Dingxi city in Gansu province is one of the three potato producing areas in China,the largest potato virus-free seed potato breeding base,the important commercial potato production base and potato product processing base."Dingxi potato"has been recognized by the state administration for industry and commerce as China’s well-known trademark,potato and virus-free potato industry advantages are basically formed.This paper systematically analyzes the development status,location advantages and existing problems of Dingxi potato and its virus-free seed potato in Gansu province,and makes clear the ideas and suggestions for further expanding and strengthening potato and virus-free seed potato industry.The research group analyzed and concluded relevant results and suggestions by visiting each household,having discussions with cadres and masses,and consulting materials and documents,in 10 towns,20 villages,40 communities and 400 households in 1 district and 4 counties,including Anding,Weiyuan,Tongwei,Longxi and Lintao.Dingxi potato of Gansu province had the remarkable characteristics such as strong momentum of staple food chemical processing,significant enhancement of scientific and technological support for virus-free potato industry,and promotion of integrated development of economy and society.But at the same time of rapid development,there were some bottleneck constraints that needed to be solved.For example,there were some problems such as the lack of special varieties for staple food processing,the lack of driving force of leading enterprises,the unsound supervision system for seed potato quality,and the insufficient investment in science and technology,etc.By summarizing the status quo and analyzing the problems,this paper put forward some ideas and suggestions for further expanding and strengthening the Dingxi potato and virus-free seed potato industry.In summary,to further improve the quality and efficiency of the potato and virus-free seed potato industry in Dingxi,it is necessary to do a good job in the construction of potato germplasm resource innovation system,brand promotion system,virus-free seed potato breeding system,quality monitoring system,storage marketing system construction,construction of scientific and technological support system.
