“三权分置”下内蒙古自治区农民参与土地流转意愿的影响因素分析

ANALYSIS OF INFLUENCING FACTORS OF FARMER’S WILLINGNESS IN INNER MONGOLIAN TO PARTICIPATE IN LAND TRANSFER UNDER THE "THREE POWERS SEPARATION"

[目的]通过分析内蒙古自治区农户土地流转意愿影响因素,了解农村土地流转的现状,发现对农户土地流转具有显著影响的因素,以此提出相关的政策建议,为内蒙古自治区推动土地流转的实施提供借鉴,促进内蒙古自治区土地合理充分利用。[方法]文章运用问卷调查法和Logistic模型,选取内蒙古自治区呼和浩特市、包头市、鄂尔多斯市以及乌兰察布市1500名农户为调查对象,分析内蒙古自治区农户土地流转意愿的影响因素。[结果]家庭劳动力人口数量和受教育年限对农户参与土地流转的意愿具有显著影响;政策了解情况、养老保险情况、与亲朋邻居交往频率、土地流转合作组织、土地流转市场以及土地流转程序对农户参与土地流转的意愿具有较高影响。家庭纯收入和土地流转培训对农户土地流转的意愿具有一般的影响。网络接入情况、土地纠纷情况、与中心城镇距离以及土地肥沃度对农户土地流转的意愿影响较小。[结论]简化土地流转程序,入户进行政策宣传与培训。建立土地流转市场,完善和更新农户实际情况。

By analyzing the influencing factors of rural land transfer willingness in Inner Mongolia AutonomousRegion,understanding the current situation of rural land transfer,and discovering the factors that have significantinfluence on the land transfer of farmers,this paper proposes relevant policy recommendations to provide referencefor Inner Mongolia Autonomous Region to promote the implementation of land transfer and promote Inner Mongolia.The land of the autonomous region is rationally and fully utilized.Using the questionnaire survey and Logisticmodel,1500 farmers from Hohhot,Baotou,Erdos and Wulanchabu in Inner Mongolia Autonomous Region wereselected as the survey objects,and the influencing factors of farmers′willingness to transfer land in Inner MongoliaAutonomous Region were analyzed.The number of family labor force and the number of years of education had asignificant impact on farmers′willingness to participate in land transfer;policy understanding,pension insurance,frequency of interaction with relatives and neighbors,land transfer cooperative organizations,land transfer market,and land transfer procedures had a high impact on farmers′willingness to participate in land transfer.Householdnet income and land transfer training had a general impact on the willingness of farmers to land transfer.Networkaccess,land disputes,distance from central towns,and land fertility had less impact on farmers′willingness totransfer land.Therefore,it should simplify land transfer procedures,conduct household policy promotion andtraining,establish a land transfer market and improve and update the actual situation of farmers.
