水环境治理的制度创新与实践:全面推行河长制的安徽经验

System Innovation and Practice of Water Environment Treatment: Anhui Experience of Implementing River Chief System in an All-round Way

在全面推行河长制的顶层设计下,各级地方政府从组织架构、运行机制、措施手段、社会参与等多个层面完善河长制河湖管理模式,加强环保责任的落实。各省份在制度全面推行的过程中形成了可供借鉴的实践经验,同时也存在问题与挑战。如何建立有效的地方河长制制度体系、切实提升环境治理效能,是制度全面推行中的关键问题。本文对安徽省各地级市全面推行河长制的情况展开研究,总结出全面推行河长制的安徽经验,并针对其存在的问题提出可行的政策建议。

Under the top-level design of implementing the river chief system in an all-round way,local governments at all levels improve the river and lake management model from the aspects of organizational structure,operation mechanism,measures,social participation and so on,and strengthen the implementation of environmental protection responsibility. In the process of carrying out the system comprehensively,the provinces have formed practical experience for reference,and at the same time,there are also problems and challenges. How to establish an effective system of local river chief system and improve the efficiency of environmental governance are the key issues in the overall implementation of the system. The thesis studies the implementation of river chief system in various cities of Anhui province,summarizes the Anhui model of implementing river chief system in an all-round way,and puts forward some feasible policy suggestions for its existing problems.
