农地流转、地理要素和相对贫困——基于中国家庭动态跟踪调查的数据分析

Agricultural Land Transfer,Geographical Elements and Relative Poverty:Data Analysis Based on China Family Panel Studies

缓解相对贫困是我国打赢脱贫攻坚战后的长期任务,作为乡村振兴战略下的重要实践,农地流转能否起到重要作用是学界亟须讨论的重要议题。本文基于中国家庭动态跟踪调查(China Family Panel Studies,CFPS)数据,实证考察农地流转对相对贫困的微观影响及地理要素的调节效应,研究结果发现:(1)农地流转显著降低了农户的相对贫困程度,且该结论经过一系列稳健性检验及内生性问题处理后依然成立;(2)地理要素在农地流转缓解相对贫困的过程中起到了调节作用,主要体现在若村庄的地形更平坦、交通更便利,则会提升农地流转缓解相对贫困的效果;(3)农地流转在经济相对落后地区缓解相对贫困效果更明显,并在不同的行政区划和区位政策的标准下皆成立。本文的研究为促进农地流转完善农村地区基础设施提供了经验与借鉴。

Alleviating relative poverty is a long-term task of our country to get rid of poverty.As an important practice under the strategy of rural revitalization,whether agricultural land transfer can play an important role is an important issue that needs to be discussed in academic circles.Based on the data of Chinese Household dynamic follow-up Survey(China Family Panel Studies,CFPS),this paper empirically examines the micro-impact of farmland transfer on relative poverty and the regulatory effect of geographical factors.The results show that:(1)farmland transfer significantly reduces the relative poverty of farmers,and the conclusion is still valid after a series of robustness tests and endogenous problem treatment.(2)Geographical factors play a regulating role in the process of alleviating relative poverty by agricultural land transfer,which is mainly reflected in the flatter terrain of the village.More convenient transportation wil improve the effect of rural land transfer in alleviating relative poverty.(3)the effect of agricultural land transfer in alleviating relative poverty is better in relatively backward areas,and it is established under different standards of administrative divisions and location policies.This paper provides a reference for how to improve the relative poverty effect of agricultural land transfer and to standardize and improve the village infrastructure and environmental construction.
