政府支持对高技术产业绿色技朮创新效率的溢出效应 被引量:1

Spillover Effect of Green Technology Innovation Efficiency in High-Tech Industries Supported by the Government

摘要 本文采用超效率SBM模型在测算我国29个省份1995~2015年的高技术产业绿色技术创新效率的基础上,运用GVAR模型探讨了我国东中西部区域内政府支持对于各个省份自身绿色技术创新效率的影响以及东中西部区域间政府支持对于该效率的溢出效应。研究发现:(1)各省份高技术产业绿色技术创新效率是逐年波动上升的,但是省份之间存在显著差异;(2)东部区域内政府支持对高技术产业绿色创新效率产生正向影响的省份主要集中在北京、江苏、浙江,中部区域内主要是安徽、湖北、湖南,西部区域为重庆、四川、云南等省份;(3)东中西各区域在受到政府支持冲击后其自身绿色技术创新效率总体呈现正向反馈,对于相邻地区产生的溢出效应西部区域最大,中部区域次之,东部区域最低。 On the basis of using super efficiency SBM model to measure the green technology innovation efficiency of high-tech industry in 29 provinces of China from1995 to 2015,this paper uses GVAR model to explore the influence of government support in eastern,central and western regions on the green technology innovation efficiency of the province itself and the spillover effect of government support in eastern,central and western regions on the efficiency.The results show that:(1)the green technology innovation efficiency of high-tech industry in each province fluctuates year by year,but there are significant differences among provinces.(2)In the eastern region,Beijing,Jiangsu and Zhejiang have a positive impact on the efficiency of green innovation of high-tech industries,Anhui,Hubei and Hunan in the central region,and Chongqing,Sichuan and Yunnan in the western region.(3)The impact of government support to the efficiency of green technology innovation in eastern,central and western regions shows a positive feedback,and the spillover effect on adjacent regions is the largest in western region,followed by central region,and the lowest in eastern region.
