Government Cooperation,Network Evolution and Cross-regional Synergy——An Analysis Based on the Data of Guangdong-Hong Kong-Macao Greater Bay Area

政府间合作可以产生跨区协同发展的网络效应,能有效保障市场运行的效率。基于粤港澳大湾区政府工作报告多维网络测度发现:政府跨区域协同网络整体呈现紧密且均衡的演化趋势,但局部仍保持高度集聚合作特征。珠江东西两岸逐渐融合成为凝聚子群,"广佛肇""深莞惠"一体化效应凸显,港澳仍处于网络核心,"广深港澳"中心城市政府跨区域协同效应有待提高。因此,应强化政府信息引导和非正式网络建设在城市群协同发展中的作用,加强中心城市的辐射和带动效应。

The network effect between governments can effectively guarantee the efficiency of market operation.Based on the multi-dimensional network measurement of the Guangdong-Hong Kong-Macao Greater Bay Area Government Work Report,it is found that the inter-city government collaboration network as a whole shows a tight and balanced evolution trend,but some areas still maintain a high degree of agglomeration and cooperation characteristics.The east and west sides of the Pearl River gradually merged into a cohesive sub-group.The integration effect of"Guangzhou Foshan Zhao"and"Shenzhen-Guangdong-Hui"is prominent.Hong Kong and Macao are still at the core of the network.The synergy of the central city government of"Guangzhou-Shenzhen-Hong Kong-Macao"needs to be improved.Therefore,the role of government information guidance and informal network construction in the coordinated development of urban agglomerations should be strengthened,and the radiation and driving effects of central cities should be strengthened.
