“一带一路”视阈下中国与东盟东部增长区国家的经贸合作

Economic and Trade Cooperation between China and BIMP-EAGA from the Perspective of“the Belt and Road”

东盟东部增长区四国是东盟的重要组成部分,这些国家的发展战略与中国"一带一路"倡议的对接正在推进。中国与东增区国家在商品贸易、直接投资和工程承包等领域开展了紧密的合作,但经贸合作仍面临诸多挑战和问题,比如国家间贸易便利化水平不高、贸易结构失衡、政治互信不强和投资风险突出等。尤其是2020年新冠肺炎疫情暴发,贸易保护主义势力抬头,中国与东增区国家经贸往来面临着新的不确定性因素的冲击。为进一步应对当前局势,应增强中国与东增区国家政策沟通协调,提高发展战略对接效率;推动基础设施联通,带动装备技术"走出去";提升贸易便利化水平,消除非关税贸易壁垒;加快产业园区建设,优化双边产业结构互补。

BIMP-EAGA is an important component of ASEAN,and the synergy between their respective development strategies and China’s“Belt and Road”initiative is moving forward.China and BIMP-EAGA have carried out close cooperation in the fields of commodity trade,direct investment and project contracting,but economic and trade cooperation still faces many challenges,such as low level of trade facilitation between countries,unbalanced trade structure,and weak political mutual trust and outstanding investment risks.With the outbreak of the COVID-19 epidemic in 2020 and the rise of trade protectionism,the economic and trade exchanges between China and BIMP-EAGA are facing the impact of new uncertain factors.In order to further promote the economic and trade cooperation between China and BIMP-EAGA,we should strengthen the communication and coordination of national policies between China and BIMP-EAGA,improve the docking efficiency of development strategies,promote infrastructure connectivity,promote the“going out”of equipment technology,enhance the level of trade facilitation,eliminate non-tariff trade barriers,accelerate the construction of industrial parks,and optimize the complementarity of bilateral Industrial structures.
