摘要
在数字经济发展的背景下,本文讨论了近年来技术变革对办公自动化的影响。伴随着人工智能技术的发展,数据替代劳动力成为重要的生产投入要素,劳动成本较高的国家也更易受劳动力市场冲击的影响。新加坡已适应人工智能领域的技术变革,利用该技术助力产业升级,并提出以"智慧国计划"为代表的国家发展战略,强调人工智能在新加坡未来发展进程中的重要性。与此同时,新加坡还提出终身学习、教育政策改革及劳动培训项目等多项政府计划以应对劳动力市场所遭受的冲击,这被视为政策制定者如何应对劳动力市场冲击的案例。
This paper discusses the implication of workplace automation responding to recent technological changes in the context of the digital economy.With Artificial Intelligence(AI)technology,data could be considered as a production input as a substitute to labor.Also,countries with higher labor costs are more likely to expose to adverse shocks to the labor market.Singapore is considered a case of how policymakers can respond to the adverse shocks to the labor market.Singapore has accommodated the technological change in AI technology to support industry upgrading.National development strategies such as the Smart Nation have highlighted the importance of AI in the future.In the meantime,Singapore also has provided several government programs to prepare for the labor market shocks.These programs include lifelong learning,education policy reform,and workers training schemes etc.
