Sovereignty and Human Rights:Research on COVID-19 and Thailand’s Political Development

泰国是最早发现新冠肺炎确诊病例的国家之一,自2020年1月31日新冠肺炎疫情暴发以来,泰国政府积极有效应对疫情危机,截至2020年8月9日,因新冠肺炎疫情而死亡的人数仅有58人,相对于泰国的国情与国力来说,在疫情防控工作方面的成效较为出色。与此同时,在新冠肺炎疫情的防控过程中,泰国的经济社会发展速度明显下滑,这就构成了泰国新冠肺炎疫情防控工作的一体两面,如何兼顾就成了考验泰国巴育政府治国理政智慧的体现,也是决定后疫情时代泰国政治深度发展的一个挑战。本文将从主权与人权的视角对泰国新冠肺炎疫情、经济社会以及政治发展进行分析研究,探索泰国政治发展的内在逻辑,厘清泰国政治的两股势力,即“他信体系”势力与“反他信体系”势力之间的政治角逐如何影响泰国政治发展。

Thailand is one of the first countries to detect confirmed Covid-19 cases,since the outbreak of Covid-19 on January 31,2020,the Thai government has actively responded.Till August 9,2020,only 58 people have died due to the COVID-19.The effectiveness of the epidemic prevention and control work is relatively good,considering Thailand’s national conditions and national strength.At the same time,in the process of prevention and control of COVID-19,Thailand’s economic and social development speed has declined significantly.The above-mentioned constitutes the two sides of Thailand’s prevention and control of COVID-19.And how to balance it has become a test of the country’s political wisdom of the Prayut’s government and a challenge that determines the deep development of Thailand,s politics in the post-epidemic era.Therefore,this article will analyze the COVID-19,economic,social,and political development of Thailand from the perspective of sovereignty and human rights.It explores the inherent logic of Thai political development,and clarifies how the political competition between the"Thaksin System"forces and the"Anti-Thaksin System"force affect Thai political development.
