China-ASEAN International Public Health Security Cooperation under COVID-19 Epidemic

中国与东盟公共卫生安全合作是在全球重大公共卫生突发事件频发的情势下,历经二十多年的探索与实践形成和发展起来的。中国与东盟通过开展区域性安全合作,逐步构建起中国与东盟“10+1”公共卫生多边协调机制的制度安排,在公共卫生的理念、规制、执行力和议程设置上取得显著成效。然而,中国与东盟公共卫生安全合作仍然存在着制度安排上欠缺高制度化且具有法律约束力的国际机制、资源利用和管理上缺乏合作诚意、合作对象上过度倚重利益攸关方的偏好、资金和技术上的两极分化等诸多局限,影响双方在区域公共卫生合作上的有效整合。为此,中国与东盟应通过增强相互理解和信任、探索制定适合新冠肺炎疫情实情的公共卫生制度安排、充分发掘各国的公共卫生资源潜力和创新合作路径、以积极姿态保持与国际社会的沟通与交流等措施,确保双方公共卫生安全合作的可持续发展。

China and ASEAN public health cooperation was formed and developed after more than 20 years of exploration and practice under th e s ituatio n o f majo r g lo bal p ub lic health emerg en cies.A s regio nal security cooperation,through a series of institutional arrangements such as the“10+1”multilateral coordination mechanism on public health between China and ASEAN,China and ASEAN have made remarkable achievements in the concept,regulation,implementation and agenda setting of public health.Of course,it should also be noted that there are still many limitations in China and ASEAN’s public health security cooperation,such as lacking highly institutionalized and legally binding international mechanism and resource utilization in institutional arrangement,lacking cooperative sincerity in management,relying on the preferences of stakeholders excessively in cooperation objects,polarizing in capital and technology,which affect the effective integration of China and ASEAN’s regional public health cooperation.Therefore,China and ASEAN should strengthen mutual understanding and trust with other countries,exploring and formulate public health system arrangements suitable for the actual situation of COVID-19 epidemic,fully exploring the potential of public health resources in various countries,innovating cooperation paths,and maintaining positive communication and exchanges with international community,which ensure the sustainable development of China and ASEAN’s public health security cooperation.
