后疫情时代的“一带一路”方略

The Belt and Road Initiative in the Wake of the COVID-19 Pandemic

新冠肺炎疫情对全球化产生巨大冲击,与全球化相伴而生的“一带一路”倡议也被认为前途未卜。本文认为,一方面,“全球化的物质生产逻辑”仍是疫情前后的未变因素,而“一带一路”深嵌于全球化的物质生产逻辑之中,有其内在动力,不易被一些国家和政客的主观意志所改变;另一方面,“一带一路”对世界形成了五重影响,该倡议事实上已不仅仅属于中国,而是世界的“一带一路”。“一带一路”倡议作为全球产业链、产品链和价值链的重要组成部分,满足了许多国家的共同利益,在全球一定范围内形成了利益相嵌和深度联结的共同体,也促进了发展中国家的合作创新,这也是其最重要的意义所在。中国需要警惕西方某些国家和人士将“一带一路”地缘政治化、鼓吹“划分势力范围”的思维。

The COVID-19 pandemic has had a huge impact on globalization,leading to speculation about the Belt and Road Initiative(BRI)losing its appeal in its wake.However,this article argues that,first,the logic of globalized production networks is valid both before and after the pandemic.As the"Belt and Road"is deeply embedded in the globalization of production,forces that have sustained the initiative shall prevail over ongoing negative sentiments of certain governments politicians.Second,the BRI should be viewed as having a five-fold impact on the world.In fact,this initiative has not only belonged to China,but the rest of the world as well.As an important component of the global industry chain,product chain and value chain,the BRI satisfies the common interests of many countries,in addition to fostering innovative cooperation among developing countries.Some Western governments and commentators deliberately politicize the BRI and advocate a divisive"sphere of influence"perspective.This kind of thinking is what China needs to be most vigilant against.
