试析新时期侨务政策的机遇与挑战——以东南亚为例

An Analysis of the Opportunities and Challenges of Overseas Chinese Affairs Policy in the New Era——Taking Southeast Asia as an Example

中国在海外最大的利益与资源分布在世界各地的华侨华人中,尤其是在毗邻的东南亚地区的华侨华人中。在历经千年的移民史中,华人已经是该地区国家主要构建族群之一。他们经济实力雄厚,参政人数众多,社会影响力巨大。鉴于东南亚华侨华人所拥有的庞大侨务资源,制定符合新时期国内外政治经济环境的侨务政策将能更充分利用现有侨务资源,为"一带一路"倡议的落实以及全球化战略的对接,同时也为东南亚的华侨华人提供新的发展契机。中共十八大以来中央把侨务工作提升为主要的国务工作事项之一,尤其是这几年来侨务工作取得了突飞猛进的进展。但是在取得丰硕成果的过程中也暴露出不少问题,机遇与挑战并存。本文试做初步的探讨并提出有建设性的建议。

China’s biggest resources outside China could be its overseas nationales,especially those in its neighbouring countries.This article will focus on the overseas Chinese in Southeast Asian,considering the fact that they have become one of the main ethnic groups there.With increasing economic power,expanding political participation as well as enlarging social influences,overseas Chinese in Southeast Asia are gaining more and more local social resources which can be used to better implement"the Belt and Road"Iintiative.Since the 18 th National Congress of the CPC,the Central Committee has highlighted the importance of overseas Chinese affairs and named it one of the major state affairs.Therefore,based on the previous researches,this article would like to do some preliminary investigation and try to provide some suggestions as to enhance overseas Chinese’development in Thailand.
