“一带一路”背景下的中国—东盟蓝碳合作

A Study on the Blue Carbon Cooperation between China-ASEAN under the Background of “Belt and Road” Initiative

在全球气候变暖问题日益严峻的情况下,温室气体减排和低碳发展对人类可持续发展意义非凡。蓝色碳汇潜力巨大,是世界上最大的碳库。相较于森林碳汇,蓝色碳汇拥有更多优势。目前,中国政府正以蓝碳合作为重点,引领"一带一路"相关国家共同加强海洋合作,治理国际环境。随着"一带一路"倡议的不断深化,中国和东盟在蓝碳合作方面拥有良好的合作基础,但也存在着一系列限制因素。因此,中国和东盟应该通过深化蓝碳合作机制和政策沟通、加强次区域蓝碳合作、完善蓝碳市场交易合作和蓝碳产业链等方式,催生中国与东盟地区的新型业态发展,推动"海洋命运共同体"的建构以及"21世纪海上丝绸之路"取得新进展。

With global warming becoming more and more serious,greenhouse gas emission reduction and low carbon development are of great significance to the sustainable development of human beings.Blue carbon sinks has great potential and is the largest carbon pool in the world.It has more advantages than forest carbon sinks.At present,Chinese government is focusing on blue carbon cooperation,leading"Belt and Road"Initiative related countries to strengthen marine cooperation and managing the international environment.With the deepening of the"Belt and Road"Initiative,China-ASEAN has a good foundation for blue carbon cooperation,but there are also a series of constraints.Therefore,China-ASEAN should deepen the blue carbon cooperation mechanism and policy communication,strengthen sub-regional blue carbon cooperation,improve blue carbon market trading cooperation and blue carbon industry chain,so as to give birth to the development of new business forms between China and ASEAN,promot the construction of"marine community with a shared future"and the development of the"21 st Century Maritime Silk Road".
