Indonesia’s Balance of Power Strategy: A Hierarchical Security Structure Analysis Framework

印度尼西亚作为中等强国,在很长一段时间内实施大国平衡战略,并发展出了自身独特的安全结构。印度尼西亚大国平衡战略的安全结构主要体现在国家、地区和国际体系三个层次上,在不同时期来自三个层次因素的影响力和优先次序有所不同。印度尼西亚大国平衡战略不断变化的三层次要素及其影响权重是其制定具体发展战略的重要基础。本文通过分析印度尼西亚大国平衡战略安全结构的静态构成与动态变化,得出印度尼西亚当前所处的战略时期和政策侧重点,并进一步解析印度尼西亚大国战略的内在特性和发展方向。

As a middle power,Indonesia has implemented Balance of Power Strategy for a long time and developed its own unique security structure.The security structure of the Indonesia’s Balance of Power Strategy is mainly reflected in the three levels,namely national,regional and international system.The influence and priorities of the factors in these three levels are different in different periods.The three-tiered elements of the Indonesia’s Balance of Power Strategy and their impact of weights are important foundations for Indonesia’s specific development strategies.This paper analyzes the static composition and dynamic changes of the strategic security structure of Indonesia’s Balance of Power,identifies the current strategic period and policy focus of the country,and further analyzes the intrinsic characteristics and development direction of Indonesia’s Balance of Power strategy.
