缅甸民盟新政府执政以来“一带一路”倡议下的中缅合作进展与挑战

Progress and Challenges of China-Myanmar Cooperation in the Context of the BRI under Myanmar NLD Administration

缅甸地缘位置重要,资源丰富,发展前景看好,是中国周边外交中的重要国家,是"一带一路"沿线重要国家,也是域内外国家争相拉拢与合作的对象国。中缅山水相连,长期以"胞波"(兄弟)相称;2011年,中缅建立全面战略合作伙伴关系;全国民主联盟(民盟)政府2016年3月30日执政以来,中缅关系继续友好发展。中国推进"一带一路"建设需要缅甸的支持与配合,而缅甸参与"一带一路"倡议不仅会提振其经济,还有助于缅甸加快融入区域合作,提高国际地位。两国在"一带一路"合作上的政策沟通、基础设施联通、资金融通、贸易畅通、民心相通"五通"领域均取得一定进展,互利互惠合作前景广阔,但也面临不少挑战,同时也面临他国日益激烈的竞争。

Myanmar has an important geographical position,plentiful resources,and good prospects for development.Myanmar is a significant state in China’s peripheral diplomacy,a crucial country along the Belt and Road Initiative route,and a potential partner competed for by countries within and outside the region.China and Myanmar are linked by the mountains and rivers,calling each other Pauk Phaw("brother"in Burmese language)for a long time.In2011,China and Myanmar established a comprehensive strategic partnership of cooperation.Since the National League for Democracy(NLD)came to power on March 30,2016,Sino-Myanmar relations have been continuing to develop amicably.China needs the support and cooperation of Myanmar to promote the construction of the BRI,and Myanmar’s participation in the BRI will not only boost its economic development,but also help Myanmar speed up its integration into regional cooperation and improve its international status.The two countries have made substantial progress on the connectivity of policies,infrastructure,trade,finance and people.There are broad prospects for mutually beneficial Sino-Myanmar cooperation as well as many challenges posed by outside powers.
