推进“一带一路”建设 深化中老务实合作

Deepening Practical Cooperation between China and Laos under the Belt and Road Initiative

依托"一带一路"倡议,中老关系取得重大飞跃,设施联通不断加强,经贸合作不断提升,文化上广泛交融,合作领域宽泛、合作形式多元。在"一带一路"倡议的引领下,中老务实合作大步推进的同时也存在投资结构不合理,融资难度大;营商环境不理想,投资风险大;宣传不到位以及投资引发的拆迁征地补偿、人员安置、环境保护和本土劳动力使用等问题。要化解合作中的问题,深化中老合作关系,既要从宏观上进行总体协调和引领,也要从微观上进行规划与推动。

Under the framework of the Belt and Road Initiative,the relationship between Laos and China has made great leaps forward.It lies in the facts of strengthened infrastructure connectivity,enhanced economic and trade cooperation,widely integrated cultural exchanges as well as broad cooperation areas and diverse cooperation forms.Besides the great strides achieved,the practical cooperation is also facing challenges of unreasonable investment structure and financing difficulty,poor business environment and high investment risk,lacking of publicity and problems caused by the investment,such as compensation for land expropriation,personnel resettlement,environmental protection and the use of local labor force,and etc.To resolve these problems in order to deepen ChinaLaos cooperation,it needs both overall coordination and guidance at the macro level and planning and implementation at the micro level.
