从团体标准化全过程管理的角度构建团体标准化评价体系研究

Study on the Evaluation System of Association Standardization—From the Perspective of the Whole Process Management of the Association Standard Organization

团体标准具有市场主导、政府引导、创新驱动等特点,团体标准化能够给团体内部和企业带来巨大的经济效益和社会效益。本文以团体标准为切入点,聚焦组织团体标准化全过程管理,从组织管理、标准实施与改进以及标准实施绩效的角度构建团体标准化评价体系,一方面希望能够更加有效地指导团体组织对标提升自身能力,逐步建立以专业技术为基础、创新为核心、标准化为手段、品牌为目标的团体标准化发展机制;另一方面也为相关部门开展团体标准化管理工作提供参考和借鉴。

Association standards have the characteristics of market-leading,government-leading,innovationdriven,market-leading,etc.Association standardization can bring huge economic and social benefits to groups and enterprises.With association standards as the starting point,this paper focuses on the whole process of organization standardization management,and constructs an evaluation system applicable to the whole process of group standardization management from the perspective of organization management,standard formulation,implementation and improvement,and standard implementation performance evaluation.On the one hand,it hopes to guide the group organization to improve its own ability by benchmarking more effectively,and gradually establish a professional technology-based,innovation-centered,and standardization as a means association standardized development mechanism with brand as the goal;On the other hand,it also provides reference for relevant departments to carry out association standardization management.
