现代煤制油化工安全管理体系的探索与实践

Exploration and practice of safety management system for modern coal-to-liquid chemical industry

为解决煤制油、煤制烯烃、煤制气等现代煤化工企业生产运行过程安全风险大的问题,基于现代煤化工企业高温、高压、易燃、易爆、有毒有害介质高度集中的特点,通过探索与实践典型的煤制油企业安全管理问题,综合运用风险预控与过程安全管理,全面系统管理物的不安全状态、人的不安全行为,结合企业摸索实践进行管理创新,形成一套适用于现代煤制油化工的安全管理体系。结果表明:该管理体系具有实用和推广价值,可提升现代煤化工企业安全管理水平,实现装置安全稳定长周期运行。

In order to address the high safety risks in production and operation process of modern coal-to-liquid,coal-to-olefin and coal-to-gas chemical enterprises,based on their characteristics of high concentration of high temperature,high pressure,flammable,explosive,toxic and harmful media,typical safety management problems of coal-to-liquid enterprises were explored and practiced.Unsafe states of objects and unsafe behaviors of human were comprehensively managed by adopting risk pre-control and process safety management,and a set of safety management system suitable for modern coal-to-liquid chemical industry was developed.The results show that the system has practical and popularization value as it can improve safety management of these companies,and help to realize safe,stable and long-term operation of devices.
