摘要
为保障工伤停工留薪期职工个人、企业和国家三方利益,调查分析近年来北京客运段工伤停工留薪期现状;分析发生工伤时职工年龄、所在岗位、工作环境、居住地等因素与实际享受工伤停工留薪期之间的关联性,研究五化问题;提出职工工伤停工留薪以人文关怀为前提的管控新模式,并针对当前存在的医疗机构和医务人员过度医治行为,提出相应的对策措施建议。研究结果表明:停工留薪期管控应确保职工身体健康状况良好,合理控制不在岗却享受岗上待遇的时间;通过严格监管,可有效避免医疗资源不必要浪费;制定规范的异地医疗从业人员行为准则,可避免过度医疗,在一定程度上减少国家工伤保险基金损失。
In order to protect the interests of individual workers,enterprises and the state that in work-related work stoppage and salary period,the status of work-related injury stoppage in Beijing passenger transport section in recent years were investigated and analyzed.The correlation between the age,position,working environment,residence and other factors with the actual enjoyment of the paid period were analyzed,five problems were researched.A new mode of management and control on the premise of humane care was put forward.Corresponding countermeasures and suggestions for the existing medical institutions and medical personnel’s over-treatment behavior was put forward.The results show that the management and control of shutdown and salary period should ensure that employees are in good health.When they are not on the job but enjoy on-thejob treatment,the time should be reasonably controled.The unnecessary waste of medical resources can be effectively avoided through strict supervision.The deterioration of diseases caused by excessive medical treatment can be avoided by making the code of conduct of medical practitioners in different places.
