摘要
党的二十届三中全会强调,构建科技安全风险监测预警和应对体系。科技创新具有其积极作用,但不可排除其同时蕴含的风险。本文拟阐释科技创新推动新质生产力发展的演进路径,对科技创新蕴含风险进行分析,提出立足敏捷治理理论,需要强化科技创新风险意识,推动科技创新风险多元协同、常态与应急统筹,完善治理制度流程,提高科技风险治理绩效。
The Third Plenary Session of the 20th CPC Central Committee emphasized the promotion of technological innovation to support the development of new quality productive forces,and proposed the construction of a system for monitoring,early warning and response to scientific and technological security risks.Scientific and technological innovation has its own positive effects,but the risks it contains cannot be excluded.This paper intends to explain the evolution path of science and technology innovation to promote the development of new quality productivity,analyses the risks embedded in science and technology innovation,and proposes that based on agile governance theory,it is necessary to strengthen the awareness of risks in science and technology innovation,promote the multi-dimensional synergy of risks in science and technology innovation,integrate the normal and emergency response,and improve the governance system and process,so as to improve the performance of scientific and technological risk management.
