生产安全事故致因机理与防控体系构建的“环圆逻辑”——基于39份生产安全事故调查报告的文本分析

The Circular Logic of Causal Mechanisms and Prevention System Construction for Workplace Safety Accidents——A Textual Analysis Based on 39 Accident Investigation Reports

安全和发展是一体之两翼、驱动之双轮。唯有使发展与安全的理念相依、目标相契及手段相容,才能实现高质量发展和高水平安全的良性互动。如何防范生产安全事故,构建良性的安全生产秩序,已经成为理论界和实务界关注的重要命题。本文引入系统脆弱性理论和抗逆力理论,通过对39份生产安全事故调查报告进行文本编码分析,归纳生产安全事故的致因机理与防控体系构建的可行路径并搭建其逻辑模型。研究发现,系统脆弱性与抗逆力构建间存在“内圆逻辑”和“外环逻辑”两条逻辑主线。本文遵循“扰动规避—完善外环—加固内环”的防控体系构建路径,在深剖生产安全事故致因机理的基础上实现防控体系的优化,进而增强安全生产系统面对外部扰动的自我“环圆”能力,进一步加强安全生产工作,全面提高企业安全生产水平,以推动安全生产目标的实现。

Security and development are two inseparable aspects.Only by aligning the concepts,goals,and means of development and security can we achieve a virtuous cycle of high-quality development and high-level security.Preventing workplace safety accidents and establishing a sound order for work safety have become major concerns for both theoretical and practical fields.This paper introduces the theories of system vulnerability and resilience,and through text coding analysis of 39 accident investigation reports,it inductively analyzes the causal mechanisms of workplace safety accidents and constructs feasible paths for the development of prevention systems.Then,a logical model has been established.The research reveals two main logical threads between system vulnerability and resilience construction:the“inner circle logic”and the“outer ring logic.”Following the prevention system construction path of“disturbance avoidance-improving the outer ring-reinforcing the inner ring”and deeply analyzing the causal mechanisms of workplace safety accidents to optimize the prevention system,will enhance the self-reinforcing capability of the workplace safety system in the face of external disturbances.This,in turn,will further strengthen workplace safety efforts,comprehensively improve the safety production level of enterprises,and advance the achievement of safety production goals.
