The Practical Exploration of Promoting Biosafety Construction in China in the New Era

生物安全威胁虽然早已有之,但在我国上升到国家安全战略实属首次。然而,如何认识生物安全,准确把握中国推动生物安全建设的意义,还需要进行系统、深入的挖掘。当前我国生物安全建设面临新的复杂形势,从生物安全风险自身来看,传统与新型生物安全风险叠加使得生物安全呈现新特点;从国家安全战略来看,生物安全正式纳入国家安全体系;从国家发展全局来看,生物安全建设关乎两个百年奋斗目标的顺利接续。在这一背景下,以习近平同志为核心的党中央,对生物安全工作进行系统部署,推动形成了具有中国特色的生物安全建设之路。在迈向第二个百年奋斗目标的新征程上,我们仍要时刻注意和防范重大生物安全风险,以总体国家安全观为指导,在生物技术监管、生物安全法治教育、建构生物安全领域国际话语权等领域持续发力,推动生物安全建设更好地服务于国家发展。

Although the threat of biosecurity has existed for a long time,it is the first time for China to raise it to the level of national security strategy.However,how to understand biosafety and accurately grasp the significance of China’s biosafety construction needs to be systematically and deeply explored.At present,China’s biosafety construction is facing a new and complex situation.From the perspective of biosafety risk itself,the superposition of traditional and new biosafety risks makes biosafety present new characteristics.From the perspective of national security strategy,biosecurity is officially incorporated into the national security system.From the overall perspective of national development,the construction of biosecurity is related to the smooth continuation of the two centenary goals.In this context,the Party Central Committee with Xi Jinping as its core has systematically deployed biosafety work and promoted the formation of biosafety construction path with Chinese characteristics.On the new journey towards the second centenary goal,we still need to constantly pay attention to and prevent major biosecurity risks.Guided by the overall national security concept,we will continue to make efforts in areas such as biotechnology regulation,biosecurity legal education,and the construction of international discourse power in the field of biosecurity,in order to promote biosecurity construction to better serve national development.
