结合网络图谱的突发事件案例分析方法——以“9·5”泸定地震为例

A Method for Analyzing Emergency Cases Based on Network Graphs——Taking the“9·5”Luding Earthquake as an Example

突发事件案例经验学习对于提升防灾减灾和应急处突能力至关重要,突发事件案例的知识表达为开展案例学习提供了不同的视角。本文结合网络图谱提出了突发事件案例分析方法,并以“9·5”泸定地震灾害为例,基于泸定地震大事记梳理,构建了包含“时间—地点—事件—主体—任务”五个维度节点及其之间关系的网络图谱,并围绕应急指挥组织体系和应急任务实施情况两个方面对泸定地震抗震救灾情况进行了系统分析,有根据性地提出了泸定地震抗震救灾的经验与启示。本文所提出的案例分析方法能够直观分析案例中可能存在的时间、地点、事件、主体、任务等实体及其之间的关系,该研究为完善案例知识表达、完善案例学习闭环提供了研究基础。

Learning from the experience of emergency cases is crucial for enhancing disaster prevention,reduction,and emergency response capabilities.The knowledge expression of emergency cases provides different perspectives for conducting case studies.This article proposes a method for analyzing emergency cases using network graphs,and takes the“9·5”Luding earthquake disaster as an example.Based on the summary of Luding earthquake events,a network including nodes with five dimensions of“time-location-event-subject-task”and its relationships is constructed.A systematic analysis of the Luding earthquake disaster relief situation is conducted around the emergency command organization system and the implementation of emergency tasks.Based on this,the experience and inspiration of Luding earthquake disaster relief are proposed.The case analysis method proposed in this article can intuitively analyze the possible entities such as time,place,event,subject,task,and their relationships in the case.This study provides a research foundation for improving case knowledge expression and improving the closed-loop of case learning.
