治理数字化转型的实践进程与风险纾解

Digital Governance:Risk Control and Social Capacity Building for Governance of Digital Transformation

作为数字化转型的非预期结果,数字治理风险对国家、政府和社会治理的影响愈发凸显。有效防范可能出现的各种系统性和非系统性数字风险,着力化解数字治理的“科林格里奇困境”,是走向数字善治的必然要求和坚实基础。当前,数字治理实践主要面临数字治理风险及其演进机理研究难度较高、数字治理风险防治制度建设与社会发展现实需要适配性有待提高和防范化解数字治理风险的文化土壤、社会基础相对脆弱三重问题。为此,应更加关注科技理性与价值理性平衡,推动数字包容发展;健全灵活高效的政社联动机制,完善数字治理体系;引导公众适应数字化生产生活,提高全民数字素养。纾解数字治理风险的关键在于加强社会能力建设,全面提高全社会、各环节应对数字治理挑战能力,有效控制数字治理可能导致的长期不利影响和潜在风险威胁,进一步释放数字技术助益社会治理的功能效用。

As an unexpected result of digital transformation,the impact of digital governance risks on national,government,and social governance is becoming increasingly prominent.Effectively preventing various systemic and unsystematic digital risks that may arise,and focusing on resolving the“Collingridge’s Dilemma”of digital governance,is a necessary requirement and solid foundation for moving towards digital good governance.At present,China’s digital governance practice mainly faces three problems:insufficient understanding of risk evolution mechanisms,the need to improve the effectiveness of risk prevention and control,and the relatively fragile cultural soil.Therefore,more attention should be paid to the balance between technological rationality and value rationality,and the development of digital inclusiveness should be promoted;Establish a sound,flexible and efficient political and social linkage mechanism,and improve the digital governance system;Guide the public to adapt to digital production and life,and improve the digital literacy of the entire population.The key lies in strengthening social capacity building,comprehensively improving the ability of the whole society and all sectors to respond to digital governance challenges,effectively controlling the long-term adverse effects and potential risk threats that may be caused by digital governance,and further unleashing the functional effectiveness of digital technology in promoting social governance.
