数字技术赋能中国城市社区应急治理的内在逻辑和实施路径

The Intrinsic Logic and Implementation Paths of Digital Technology to Empower Emergency Governance in Chinese Urban Communities

风险社会背景下,各类风险叠加共生,灾害的系统性和复杂性加剧,对基层应急能力提出了更高的要求。社区作为公共风险防控的第一线,应急治理能力存在响应效率、主体协作、共生环境三个方面的困境,应急整体效能有待提高。随着数字技术的发展与应用,数字技术逐渐成为提高社区应急治理能力的重要抓手。本文通过对数字技术“赋能”与“赋权”属性的分析,理顺数字技术赋能社区应急治理能力的内在逻辑,进而提出推进技术与应急深度融合、加快应急综合平台建设和强化社区数字设施建设等措施为数字技术赋能中国城市社区应急治理提供保障。

In the context of a risk society,various types of risks are overlapping and coexisting,and the systemic and complex nature of disasters has intensified,placing higher demands on grassroots emergency response capacity.As the first line of public risk prevention and control,the community has three dilemmas:response efficiency,multi-agents cooperation and symbiotic environment,and the overall effectiveness of emergency management capacity needs to be improved.With the development and application of digital technology,digital technology has gradually become a pivotal tool to improve the community emergency management capacity.This paper analyses the attributes of“Enabling”and“Empowering”of digital technology,rationalises the internal logic of digital technology empowering community emergency governance capacity,and then proposes to promote the in-depth integration of technology and emergency response,accelerate the construction of an integrated emergency response platform,strengthen the construction of community digital facilities to provide guarantee for the empowerment of digital technology for community emergency governance in Chinese cities.
