事故灾难类突发事件政府回应评价体系构建研究

Study on the Construction of Government Response Evaluation System for Sudden Accidents and Disasters

构建事故灾难类突发事件政府回应评价指标体系,对该类事件政府回应效果进行科学评价,为提升政府回应效能提供理论与实践上的指导。本文采用层次分析法、德尔菲法等研究方法,从回应效度、回应行为、回应内容等维度构建3个一级指标9个二级指标16个三级指标的事故灾难类突发事件政府回应评价体系,并选取两个代表性案例进行应用分析。研究发现:我国在处置事故灾难类突发事件中仍存在政府回应速度慢、回应频率低、回应主动性较差、回应沉默期长等问题,对此,提出“持续优化政府回应的效率和能力、加强回应行为的精准性和主动性、完善回应内容的表现形式和深度”等策略。

To construct the evaluation index system of government response to sudden accidents and disasters,to scientifically evaluate the behavior and effect of government response to such events,and to provide theoretical and practical guidance for improving the effectiveness of government response,this study used literature research method and hierarchical analysis method.We constructed the evaluation index system of government response to accident and disaster incidents in three dimensions:response effectiveness,response behavior and response content,and selected two typical cases for empirical analysis.Conclusion:At present,China's government response in accident and disaster incidents still exists problems such as slow response speed,extremely low response frequency,poor response initiative,and long response silence period,etc.The following countermeasures are proposed:continuously optimizing the efficiency and capacity of government response,strengthening the precision and initiative of response behavior,and improving the expression and depth of response content.
