基层是应急管理实践的前沿阵地,是维护人民群众生命财产安全的“第一道防线”,事关坚持和加强党的全面领导,事关维护国家安全、公共安全和社会稳定,事关国家治理体系和能力现代化。在现代化建设新征程上,要以新时代党的创新理论为指引,围绕加强党对基层应急管理工作的领导、构建基层应急管理大安全大应急框架、筑牢防范化解各类安全风险的基层屏障、提升基层干部和应急救援人员应急管理能力,以及提升基层群众风险防范意识和自救互救能力等目标,全面提升基层应急管理能力。

The grassroots level is the forefront of emergency management practice and the“first line of defense”to protect the safety of people's lives and property.It is related to upholding and strengthening the overall leadership of the Party,safeguarding national security,public safety and social stability,and modernizing the system and capacity of national governance.On the new journey of modernization,in order to comprehensively enhancing the emergency management capacity at the grassroots level,it is necessary to take the innovative theory of the Party in the new era as the guide,focusing on the goals of strengthening the Party's leadership of grassroots emergency management,building a major safety and emergency framework for grassroots emergency management,building a solid grassroots barrier to prevent and resolve various safety risks,improving the emergency management capabilities of grassroots cadres and emergency rescue workers,and uplifting the grassroots risk prevention awareness and selfrescue and mutual rescue capabilities.
