单位组织属性如何影响干部在重大传染病疫情防控中的参与强度——基于符号感召与利益激励中介作用的分析

How Can the Attributes of Work Unit Affect the Participation Behavior of Cadres in the Prevention and Control of Major Infectious Diseases——Analysis of the Mediating Role of Symbolic Inspiration and Interest Incentives

改革开放以来,虽然传统单位体制已经基本瓦解,但单位组织仍是我国社会基本组成单元,其组织属性对组织成员行为具体作用机制尚有待深入研究。基于2020年党政机关、企事业单位和社会组织三类单位干部疫情防控参与的一手调查数据,运用Tobit模型和逻辑斯蒂回归模型从参与动机的角度探究单位经济资源竞争属性和志愿服务属性对干部疫情防控参与强度的作用机制。分析结果表明,单位组织属性可以通过干部个体行为动机对其疫情防控参与强度产生重要影响,利益激励型参与动机在单位的经济资源竞争属性与干部疫情防控参与强度之间起中介作用。因此,组织动员干部参与重大传染病疫情防控时有必要充分考虑单位组织属性的差异性,需要注重单位志愿服务文化氛围的营造,以及有效吸纳和规范社会组织单位干部的参与。

Since the reform and opening up,although Work Unit system has demised,Danwei still is the basic constituent unit of China's society,its affect mechanism on the behavior and activities of their members still needs further research.Based on the survey data in 2020 of the participation of cadres from party and government organs,enterprises and institutions,social organizations,and communities in epidemic prevention and control,the Tobit model and Logistic model are used to explore the mechanism of the impact of Work Unit profit-seeking and volunteer service attributes on the intensity of cadres'participation in epidemic prevention and control from the perspectives of symbolic inspiration and interest incentives.The analysis results indicate that Work Unit attributes affect the intensity of cadres'participation in epidemic prevention and control via participation motivation,interest incentive constitutes mediating variables for the impact of Work Unit profit-seeking attribute on the intensity of cadres'participation in epidemic prevention and control.Thus,considering the exact attributes of Work Unit,paying attention to fortifying the Work Unit atmosphere of volunteer service,and effectively regulating and involving social organizations in major public affair management are deserved during organizing and mobilizing cadres to participate in the prevention and control of major infectious diseases.
