应急产业作为应急管理工作的服务保障性产业,其健康发展不仅是有效应对各类安全风险的内在要求,也是提升应急管理能力的重要保障,更是推动经济高质量发展的题中应有之义。经过20余年的发展,我国应急产业取得了长足进步,但仍然面临市场失灵、技术创新能力不足以及产业体系不健全等问题,对进一步提升我国应急管理能力形成了一定阻碍。针对这些问题,要始终坚持问题导向,尊重市场运行规律,运用政策手段解决市场失灵问题;要深化应急管理体系改革,加强科技创新,以创新驱动应急产业发展,加强应急产业全生命周期规划,注重监测预警及风险防范产品及服务的研发和推广,为应急产业健康持续发展提供多方位保障。

The emergency industry,as a foundation for emergency management work,is not only an inherent requirement for effective response to various safety risks,but also an important guarantee for improving emergency management capabilities.It is also a key to promoting high-quality economic development.After more than 20 years of development,China's emergency industry has made significant progress,but still faces problems such as market failures,insufficient technological innovation capabilities,and a fragmented industrial system,which have posed certain obstacles to further enhancing China's emergency management capabilities.In response to these issues,we must always take a problem-oriented approach,follow market rules,use public policy measures to solve market failures,deepen the reform of the emergency management system,strengthen scientific and technological innovation,drive the development of the emergency industry through innovation,strengthen the full-life cycle planning of the emergency industry,pay attention to the research and development and promotion of monitoring,early warning,and risk prevention products and services,and provide multi-dimensional guarantees for the healthy and sustainable development of the emergency industry.
