中国共产党风险与危机应对机制研究

A Study of the Chinese Communist Party's Centennial Risk and Crisis Response Mechanism

中国共产党自诞生之日起,先后经历并成功应对了生存危机、民族危机、内战危机、新中国不同时期的内部势力挑战和外部势力遏制风险,以及各类重大突发事件风险,成为世界上伟大的政党。本文基于历史分析方法,构建“事件冲击—调整发展与安全战略—完善领导体制—加强能力建设”分析框架,研究中国共产党风险与危机管理机制,以期丰富风险管理和危机管理理论。研究表明:在风险和危机事件的冲击下,中国共产党以人民为中心不断调整发展与安全战略,在增加自身韧性的同时,优化导致风险与危机的环境,是一种比传统风险管理和危机管理更主动的风险和危机准备与预防模式。在此基础上,不断完善党对风险与危机应对工作的领导,以及加强风险与危机应对的能力建设。中国共产党风险与危机管理机制实现了正确的价值观、领导协调力和能力建设三者的有效结合。

Since the birth of the Communist Party of China,she has experienced and successful responded existential crises,national crises,civil war crises,challenges from internal forces and risks of containment by external forces in different periods of the new China,as well as risks of various major emergencies.CPC has become the greatest political party in the world.Based on historical analysis,this paper constructs an analytic framework of“event shock-adjustment of development and security strategy-improvement of leadership system-strengthening capacity building”to study the risk and crisis coping mechanism of CPC,with a view to enriching risk management and crisis management theories.The study shows that under the impact of risk and crisis events,the CPC constantly adjusts its development and security strategy with the people in mind,increasing its own resilience while optimizing the environment that leads to risks and crises,i.e.,the external conditions for the development of the Party or the country,which is a more proactive model of risk and crisis preparation and prevention than traditional risk management and crisis management.On this basis,the Party's leadership of risk and crisis response is continuously improved,as well as the capacity building of risk and crisis response is strengthened.The CPC's century-old risk and crisis response has achieved an effective combination of the right values,leadership coordination and capacity.
