国外应急管理区域合作研究述评

A Review of Foreign Research on Regional Cooperation in Emergency Management

风险社会情境下,突发公共事件呈现跨区域特征。区域合作成为应急管理研究新趋向。本文对国外应急管理区域合作相关研究进行梳理,并对当前研究不足和未来研究方向进行分析。研究发现,应急管理区域合作的具有合作范围的跨界性、合作主体的协同性、合作内容的系统性等显著特征;应急管理主体及其行为构成横向、纵向和混合网络结构等不同类型、具有独特作用的网络结构;应急管理合作方式实现了网络结构关系的形式化和结构化,地方政府通过非正式合作和正式合作来加入应急管理区域合作网络;发达国家围绕制度保障、组织管理、运行流程和信息联动的实践机制进行了很好探索;新技术赋能、社会力量参与合作网络、合作有效性等方面是未来深化应急管理区域合作研究的重要方向。

In the context of risk society,public emergencies have cross-regional characteristics.Regional cooperation has become a new trend in emergency management research.This paper sorts out that the regional cooperation in emergency management has significant characteristics such as cross-border cooperation,coordination of cooperation subjects,and systematic cooperation content;emergency management subjects and their behavioral components different types of network structures with unique functions such as horizontal network structure,vertical network structure and hybrid network structure;The emergency management cooperation mode realizes the formalization and structuring of the network structure relationship,and the local government joins the emergency management regional cooperation network through informal cooperation and formal cooperation;Developed countries have made good explorations on the practical mechanism of institutional guarantee,organizational management,operation process and information linkage;new technology empowerment,social forces participating in the cooperation network,and cooperation effectiveness are important directions for deepening regional cooperation research on emergency management in the future.
