基于多灾种治理的西南民族地区韧性乡镇建设研究

Research on Resilient Townships Construction in Southwest Ethnic Minority Areas Based on Multi-hazard Governance

韧性乡镇是提升基层应急管理能力的重要抓手。西南民族地区少数民族多、农村人口占比大、经济社会发展不充分,灾害事故的脆弱性强。面对自然灾害高发频发的严峻挑战,西南民族地区的灾害治理要在乡镇层面引入“韧性乡镇”建设理念,以多灾种综合治理为行动导向,加强党建引领,增强主动作为,不断推进基层灾害治理能力现代化建设。韧性乡镇建设要有别于综合减灾示范县、综合减灾示范社区建设,须立足做好兜底性和基础性工作,不断对韧性乡镇建设内容和建设质量进行扩容拓展与提升,逐步发展成在灾害治理领域具有普惠性质的公共服务均等化项目,实现对所有乡镇的全覆盖,加快推进基层应急管理能力现代化。

Resilient townships are an important tool to enhance grassroots-level emergency management capacity.The southwest ethnic minority areas have many ethnic minority groups,a large proportion of rural population,inadequate economic and social development,and high vulnerability to disaster accidents.Confronted with the serious challenges of the high frequency of natural disasters,the concept of“Resilient Townships”should be introduced into disaster management at the township level in southwest minority areas,taking multi-hazard integrated management as an action-oriented approach,and the leadership of the Party building should be strengthened,the initiatives should be enhanced,thereby continuously promote the modernization of disaster management capacity at the grassroots level.Different from the construction of integrated disaster reduction model counties and communities,the construction of resilient townships should be based on the bottom-line and basic work,continuously expand and improve the content and quality of the resilient townships construction,gradually developed into an equalization of public services in the field of disaster management with a universal nature,so as to achieve full coverage of all townships and speed up the modernization of grassroots emergency management capabilities.
