社区应急管理能力现代化指标体系构建研究

Index System Development for Evaluating Modernization of Community Emergency Management Capacities

鉴于社区为城市的基本单元,构建社区应急管理能力现代化的指标体系,对探索推进基层治理现代化的机制和体系具有重要意义。本文基于元治理、应急管理过程和价值共创理论,构建理论框架,确定社区应急基础建设现代化、流程运作现代化和价值共享现代化三大维度,利用内容分析法开发了二级指标类目和三级指标。在专家访谈与问卷调查基础上,利用隶属度分析、相关分析、鉴别力分析及信度分析确定指标,构建社区应急管理能力现代化指标体系,应用熵权法确定指标的权重,并对其应用展开讨论。这一指标体系有利于多维综合地评价各地社区应急管理能力现代化建设进展,明确社区应急管理能力建设方向,推进基层治理体系和治理能力现代化。

As community is the basic unit of a city,developing the indicator system for evaluating the modernization of capacities of community emergency management is helpful to guide improving the modernization level of capacities of community emergency management.Based on the theory of meta governance,emergency management process,and value co-creation,this paper constructs a theoretical model,which sets the three evaluation dimensions as community emergency management infrastructure modernization,community emergency management process operation modernization,and community emergency management value sharing modernization.The content analysis method was used to develop the secondary index category and tertiary index.Based on expert interviews and questionnaire surveys,the indexes were determined by membership analysis,correlation analysis,discrimination analysis,and reliability and validity screening.The weight of the involved indexes was determined by the entropy weight method.The evaluation system of modernization level of community emergency management capacities was constructed,and its application was discussed.This evaluation system is conducive to multi-dimensional,comprehensive,and scientific evaluation of the progress of the modernization of community emergency management capacity,clarifying the direction of community emergency management capacity construction,and promoting the modernization of grass-roots governance system and governance capacity.
