地方性突发事件应急预案体系评估研究——以北京市为例

Evaluation of Local Emergency Response Plan System——A Case Study of Beijing

为系统、准确、全面地评估地区突发事件应急预案体系,对应急预案体系进行梳理,建立应急预案评估模型。以分类法原理为基础,建立关键词索引,对各类应急预案进行检索,从而明确应急预案体系的完善度。在对应急预案进行评估时,以层次分析法为基础,基于事故应急管理的4个阶段,建立两类不同的评估指标体系,从而能够更加针对性地评估应急预案,使其更有效的应用到事故应急处理过程中。研究结果表明:预警的准确性、信息的及时性以及救援的高效性等是应急预案的有效性的重要影响因素。因此在实地评估过程中,评估人员应更加注重该方面内容的合理性,确保应急预案有效发挥作用。

In order to systematically,accurately and comprehensively evaluate the regional emergency response plan system,the evaluation model is established for the perfection of the system and the effectiveness of individual emergency response plan.Based on the principle of classification,a keyword index is established to search all kinds of emergency plans,so as to make clear the perfection of the emergency plan system.In the evaluation of emergency plans,based on hierarchical analysis,two different evaluation index systems are established based on the four stages of accident emergency management,so that the emergency plans can be evaluated more specifically and applied to the process of accident emergency handling more effectively.The research results show that the accuracy of early warning,timeliness of information and efficiency of rescue are important influencing factors for the effectiveness of emergency plans.Therefore,in the field evaluation process,the evaluators should pay more attention to the rationality of this aspect to ensure that the emergency plan works effectively.
