地理信息系统在政府应急管理中的创新应用研究——以Z市D区应急指挥中心为例

摘要 地理信息系统(GIS)技术以其开放性、可塑性、交互性等特点正成为应急管理工作的得力工具。以Z市D区应急指挥中心GIS技术嵌入过程为案例。研究表明,以GIS为技术架构的应急指挥中心通过布局指挥协作系统、结合机器算法、开放指挥平台、隐患任务前置等措施,在总体上提升了预测预警、指挥协调、救援指挥、恢复统计等能力;实现了危机事件全过程监管、多部门协作工作局面、打造了闭环式,全链条应急工作模式。在提升区域应急管理工作水平的同时,也有效减少了各类灾害的发生。未来,可以发掘更多技术嵌入到政务工作中的趋势和可能。 Geographic Information System(GIS) technology is becoming a powerful tool for emergency management with its openness, plasticity and interactivity.The process of embedding GIS technology in the emergency command centre of city Z, District D, is used as a case study.The study shows that the emergency command centre with GIS as the technical architecture has improved the overall capability of prediction and early warning, command and coordination, rescue and command, and recovery statistics by laying out the command and collaboration system, combining machine algorithms, opening up the command platform, and front-loading hidden tasks;realising the whole process of crisis events, multi-departmental collaboration, and creating a closed-loop, full-chain emergency model.In addition to improving the level of regional emergency management, it has also effectively reduced the occurrence of various disasters.Of course, management and system updates also need to follow, to explore the trends and possibilities of more technology embedded in government work.
