城市燃气安全治理问题研究与思考——以四川省居民用气安全治理为例

Research and Thinking on the Safety Management of City Gas——Based on the Example of the Safety Management of Residents’Gas Using in Sichuan Province

燃气安全关乎千家万户,与人民生活息息相关。据统计,近年来全国每年有上千起燃气安全事故造成人员伤亡和经济损失,已逐渐成为继交通事故、工伤事故后影响人民生命安全的第三大威胁。从消费端看,居民用气作为燃气供应的重要方面,用户量大、覆盖面广,是政府服务保障基本民生的重要方面,虽已逐渐市场化,但其供应质量、安全保障等离不开政府监管,其管理水平的高低一定程度反映了政府治理水平,并会对其社会公信力造成影响。开展居民用气安全问题研究,积极探索更加高效、更加完善的防范治理举措,是政府社会治理的重要一环,对保障人民生命财产安全、维护社会安全稳定具有重要意义。

Gas safety concerns thousands of households and is closely related to people’s life.According to statistics,there are thousands of gas safety accidents causing casualties and economic losses every year in China in recent years,which has gradually become the third biggest threat to people’s life safety after traffic and industrial accidents.In consumer side,as an important aspect of gas supply,residential gas has a large number of users and wide coverage,which is an important aspect of government services to ensure the basic people’s livelihood.Although it has gradually become market-oriented,its supply quality and safety assurance cannot be separated from government supervision,and its management level reflects the level of government governance to a certain extent,and will affect the social credibility.It is an important part of the government’s social governance to carry out researches on the safety of residents’gas using and actively explore more efficient and perfect prevention and governance measures,which is of great significance to protect the safety of people’s lives and property and maintain social security and stability.
