安全是发展的前提,发展是安全的保障。党的二十大将安全问题摆到更加突出重要的位置,就统筹发展和安全、推进国家安全治理体系和能力现代化作出战略部署。面对复杂多变的国际形势和延宕反复的疫情影响,要把安全发展贯彻国家发展各领域和全过程,全面推进国家安全各领域、各体系以及统筹协调机制体制的现代化,最终实现国家安全体系和能力的现代化。要贯彻党的二十大精神,建立大安全大应急框架,发挥防范化解重大安全风险的重要作用,以高水平安全保障高质量发展。

Security is the premise of development,and development is the guarantee of security.The 20 th CPC National Congress has given greater prominence to security issues,and made strategic plans for coordinating development and security and modernizing the national security system and capacity.Confronted with intricate international developments and Covid-19 pandemic,we need to promote national security in all areas and stages of the work of the Party and the country,comprehensively promote the modernization of all fields,all subsystems and overall planning and coordination mechanisms of national security,and ultimately modernize our national security systems and capabilities.We will implement the spirit of the 20 th CPC National Congress,establish an overall safety and emergency response framework,so as to enhance our capacity to prevent and mitigate major risks.With this,we will be able to better safeguard China’s new pattern of development.
