浙江构建风险闭环管控大平安机制研究

A Study on Establishing Risk Closed-loop Management and Control Mechanism in Zhejiang Province

面对世界百年未有之大变局以及复杂多变的国内外环境,平安浙江建设既面临传统风险管控机制不健全的问题,也面临安全领域新风险、新挑战。对此,浙江省推动构建风险闭环管控大平安机制,探索形成了一套较为成熟的做法。本文总结了浙江省构建风险闭环管控大平安机制的主要经验:坚持党建统领,构建责任落实机制;建立健全社会治理中心,构建矛盾化解机制;坚持发展新时代“枫桥经验”,从源头上预防和减少社会矛盾;抓住关键节点平安建设,以重点领域带动全域平安;依托数字化改革,构建线上线下风险管控机制。然后,提出了深化风险闭环管控大平安机制的基本思路,以深化全领域各环节风险闭环管控机制。

In the face of great changes unseen in a century and the complex and changeable environment at home and abroad,“Building safe Zhejiang”is not only faced with the problem of imperfect traditional risk control mechanism,but also with new risks and challenges in the field of security.Zhejiang Province has promoted the construction of risk closed-loop control and safety mechanism,and has explored and formed a set of mature practices.This paper deeply analyzes the main experience of Zhejiang Province in building the safety mechanism of closedloop risk management and control:Adhere to the leadership of the Party construction and constructing the responsibility implementation mechanism;Establish a system of social governance centers and a mechanism for resolving conflicts;Adhere to and develop the“Fengqiao Experience”of new era;Seize the construction of key node safety to focus on the safety of the whole region;Seize the opportunity of digital reform to build an online and offline risk management and control mechanism.And further put forward the basic ideas of deepening the risk closedloop control and safety mechanism,to deepen the risk closed-loop control mechanism of all links in the whole field.
