新时代我国应急管理改革发展进程分析——基于应急管理部党委会公报的扎根研究

应急管理体制改革是我国应急管理领域的一次重大突破,对我国应急管理体系和能力现代化具有深远影响。应急管理部党委会是能较好反映目前我国应急管理领域的政策方针和政府工作动态的权威载体,本文聚焦于应急管理部党委会,运用扎根理论分析新时代应急管理改革发展进程,揭示应急管理改革发展规律,促进应急管理体系和能力现代化。研究表明:改革意愿和政治引领这些思想层面因素对应急管理改革发展起到决定性作用,组织、制度、职责这些关键因素推动应急管理改革发展,技术创新和发展战略两个重要因素放大应急管理工作价值,这些因素对应急管理改革发展起到强化的作用,促使应急管理体制改革不断深化,最终推动我国应急管理事业发展。
