The Framework and Path Selection of Leading Cadres’ Emergency Response Capacity Building in the New Era——Based on the Important Expositions of General Secretary Xi Jinping on the Prevention and Control of the COVID-19

2020年初新冠肺炎疫情暴发以来,疫情防控工作对我国各级领导干部应急处突能力是一次全方位的考验。习近平总书记对新冠肺炎疫情防控作出一系列重要论述和指示,为领导干部应急处突能力建设提供了根本遵循。基于习近平总书记关于疫情防控的重要论述分析,归纳出领导干部应急处突能力建设的框架和要求,主要包括识别力、研判力、决策力、指挥力、动员力、沟通力、恢复力和学习力等能力,并根据该能力建设的框架和要求探讨领导干部应急处突能力建设的路径和策略,主要包括加强应急文化建设、做好应急事件的准备,完善应急决策、协同、动员、沟通和资源保障等机制,提升危机事件恢复和反思的能力等,期待为新时代领导干部应急处突能力提升提供理论指导。

Since the outbreak of the Corona Virus Disease in early 2020,the epidemic prevention and control work has brought challenges for the emergency response capabilities of leading cadres at all levels in China.General Secretary Xi Jinping made a series of important expositions on the prevention and control of the COVID-19,which provided fundamental guidelines for the construction of emergency management capabilities of leading cadres.Based on the important discussion analysis of General Secretary Xi Jinping on the epidemic prevention and control,the framework for the construction of emergency response capabilities of leading cadres are summarized,mainly including identification,research and judgment,decision-making,command,mobilization,communication,resilience and learning ability and other abilities,and further discuss the strategies of emergency response capacity building for leading cadres according to the framework.It mainly includes strengthening the construction of emergency culture and making the preparations for emergency events;improving emergency decision-making,coordination,mobilization,communication,and resource guarantee mechanisms;improving the ability to recover and reflect on crisis events,etc.This paper provides theoretical guidance and looks forward to improving the emergency response capabilities of leading cadres in the new era.
