制度优势赋能人民战疫的实践和逻辑——兼论突发公共卫生事件应急管理的机制设计

People’s War Against COVID-19 Empowered by Institutional Advantage——Mechanism Design of Public Health Emergency Response

以人民为中心的发展思想阐释了中国共产党的根本政治立场和价值取向。新冠肺炎疫情至今,如何理解以人民为中心在疫情防控中的制度优势,是兼具理论和实践价值的命题。基于历史梳理,将我国近代公共卫生制度归纳为三类模式,分析党将群众路线贯穿卫生防疫工作的时代背景和制度渊源。新冠肺炎疫情初期充满了各种未知,考验着全球各国治理能力,是我们阐述制度优势赋能防控举措的极佳案例。基于“为了人民—依靠人民—服务人民”的分析框架,构建以人民为中心制度优势的政策实践和逻辑机理。引入协同治理理论,从启动机制、提升机制、反馈机制三个维度阐述以人民为中心的制度内涵和学理特质。本文认为,只有坚持以人民为中心,才能持续产生科学和民主的公共卫生决策动力,进而形成高效能的疫情防控行动。

This article attempts to explore the institutional advantage of people’s war against COVID-19.Base on history analysis,three stages of public health modes in China are generated,which reflects the historical background of CPC’s massive campaign of public health.A framework combining“for the people,rely on the people and dedication to the people”is established to figure out the logical mechanism of people oriented development concept.Collaborative governance theory is introduced to analyze the institutional content of people’s war against COVID-19.Conclusions and policy recommendations are followed.
