构建应急管理新格局之管见

Views on Constructing a New Pattern of Emergency Management

本文坚持以习近平总书记关于安全生产与应急管理重要论述为指导,从总体国家安全观的视觉,立足我国应急管理工作现实,对构建新时代应急管理新格局进行了深入思考,提出五个需要把握的问题。即:要把安全发展这条指导原则贯穿应急管理工作始终,要把安全生产作为应急管理的基本盘基本面牢牢抓住不放,努力构建以防为主的应急管理体系,建立统一多元的应急救援队伍,构建共治共建共管共享的应急工作格局。其中一些观点、思路,对推进应急管理体系和能力现代化建设,具有借鉴意义。

Under the guidance of General Secretary Xi Jinping’s important discussion on production safety and emergency management,based on the reality of China’s emergency management work from the overall national security view of the vision,this paper thinks deeply about the construction of a new era of emergency management in the new era,and put forward five issues need to grasp.That is:to put the safety development of this guiding principle throughout the emergency management work to take safety production as the basic plate of emergency management fundamentals firmly grasp and strive to build a pre-dominated emergency management system,the establishment of a unified diversified emergency rescue team,the construction of co-governance,co-construction,co-management and sharing of emergency work pattern.Some of the viewpoints and ideas have reference significance for promoting the modernization of emergency management system and capacity.
