发达国家安全与应急管理科研院所比较与启示

Comparison and Enlightenment on National Research Institutes of Safety and Emergency Management in Developed Countries

本文在分析国外发达国家安全与应急管理国家级科研院所的沿革、属性、科研力量与投入、成果转化能力、创新发展趋势等方面的前提下,采用比较研究的方法探讨以中国安全生产科学研究院为例的我国国家级科研院所在科研力量与国家投入、规模与现代化手段、运营与引领等方面与国外科研院所的差异,分析探讨我国安全与应急管理科研院所普遍存在科研思路有待转变,基础设施与现代化手段不足,科研成果转化亟待提升,科研人才较为缺乏,科研资源和资金投入薄弱等问题,并基于国外可借鉴的有益经验做法与启示,提出发挥我国国家级科研院所对安全发展支撑保障作用的针对性建议。

Based on the analysis of the evolution,attributes,research strength and investment,achievement transformation ability,innovation and development trend of national research institutes of safety and emergency management in developed countries,this research took the China Academy of Safety Science and Technology as an example and adopted the method of comparative study to explore the differences between Chinese national scientific research institutes and foreign research institutes in terms of scientific research strength and national investment,scale and modern approach,operating and leading etc.This paper analyzed and discussed the problems in the institutes of safety and emergency management in China,such as the need to change the research ideas,the lack of infrastructure and modern approach,the urgent need to improve the transformation of research achievements,the lack of research personnel,and the weak of research resources and capital investment etc.And based on the beneficial experience and enlightenment of foreign countries,the targeted suggestions are put forward national on research institutes in China to support and guarantee the safe development.
