本质安全发展对安全生产的基础作用研究

Research on the Bacic Function of Intrinsic Safety Development on Safety Production

我国安全生产形势依然严峻复杂,仍处于爬坡过坎、攻坚克难的关键期。本质安全是实现从源头防范化解重大安全风险和防范化解系统性风险的有效手段,是安全生产改革创新的重要举措。本文通过追溯本质安全的起源和发展,基于安全风险的角度,阐述了本质安全的定义和外延,探索构建了本质安全模型和结构,明晰了本质安全实施技术路线;通过部分典型地区以及矿山、危化等重点行业领域探索实践,从实践角度系统提出了提升本质安全水平的措施建议。

The work safety situation in China is still grim and complex,and it is in a critical period of overcoming difficulties.Intrinsic safety,which is an effective means to prevent and resolve major safety risks and systemic risks from the source,is an important measure for the work safety reform and innovation.In this paper,the origin and the developments of Intrinsic safety are reviewed to clarify its meaning and applications.The Intrinsic safety model and structure were explored and constructed,and the technical route for the implementation of intrinsic safety was clarified.Through the exploration and practice in some typical areas and key industries such as mining,hazardous chemical,this paper systematically puts forward measures and suggestions to improve the level of intrinsic safety from the perspective of practice.
