Accelerating the Modernization of Eco-environmental Security Governance System

加快推进生态环境安全治理体系现代化是建设生态文明、维护国家安全的迫切要求。近年来,我国生态环境安全治理取得了显著的成效,但生态环境高风险态势还没有得到根本扭转,环境污染、生态破坏不仅危害人体健康和生态系统,更对经济发展和社会稳定构成威胁,生态环境安全保障面临诸多挑战,亟须加快推进生态环境安全治理体系现代化。针对当前面临的生态环境安全复杂严峻的形势,面向美丽中国和社会主义现代化强国建设目标,本文在梳理我国近年来生态环境安全治理成效和面临的突出问题的基础上,从战略路线、体制机制、制度、政策等方面提出了对策建议。

Accelerating the modernization of eco-environmental security governance system is an urgent requirement for building ecological civilization and maintaining national security.Recently,China’s eco-environmental security governance has achieved remarkable results,but the high-risk situation with frequent ecological and environmental events has not fundamentally changed.Environmental pollution and ecological damage not only endanger human health and ecosystem,but also pose a threat to economic development and social stability,and eco-environmental security is facing many challenges,so it is necessary to accelerate the modernization of the eco-environment security management system.In view of the current complex and severe situation of eco-environmental security and the goal of strengthening the construction of beautiful China and socialist modernization,this paper puts forward suggestions from the aspects of strategies,mechanism,policy system on the basis of combing the achievements and key problems of eco-environmental security governance.
